Title: Air layer, what next?

I have been trying to air layer this Acer palmatum "shaina". After 8 weeks, I could not resist the temptation to open the sphagnum pouch to see if roots were actually forming... No roots but a swollen rim at the cut.
Both part of the tree are fine. Should I wait longer? Put some rooting hormone? Grinding the heartwood a little deeper? New sphagnum moss? Use another media like perlite?
I still have 8-10 weeks before the first night frost.
Any suggestion?
