If you airlayer you'll lose at least one growing season, probably two, worth of work.
Just cut it short and start this little guy off.

thanks for all the help everyone! My plan is to choose a new sacrifice leader and let that grow to build the size for the new trunk section, should i decandle the other branches to produce benificial buds and keep everything else compct w/ short internodes or let it all grow free this year?

alright! Is there a sacrifice in the back? Is it lower than the new leader? Candle prune only to control the length of your new branches. In general i would say leave it alone as it will back bud later as this would is very young. you may decide to candle prune the new first branch and start to develop it. Candle pruning would be in June or july.

perfect! im excited for you. this will be a fun one. reduce that 2" stump this winter. whittle it down to a nipple as that will help it heal faster and more thoroughly.
