New to Bonsai with a few questions

Hello, I'm new to Bonsai and new to the group. We purchased our first tree- Procumbens Nana Juniper. I had a couple questions:

What kind of water should we use? Distilled?

When should we start the wiring process?

Thanks for any input.

I think you're overthinking it.  Water straight from the hose will suffice.  It needs to be outside.  You can worry about styling it when its obvious that it is healthy and growing well.

The reason I asked was I saw some discoloration at the base of the trunk that wasn't there when I purchased it. I asked the previous owner about it, he said it was due to the chlorine in tap water.

Where are you located?  Got any pictures?

There's a lot of debate about soil and water specifics. In general your soil should drain well, yet hold some moisture. Allow plenty of sunlight for the tree to grow, outside.  As Wayne said, wiring and styling is best done a healthy tree.

Chlorine, salts and other junk in the water are not necessarily good for your trees.  I use a Reverse Osmosis system to remove much of that, but my water is not at Distilled levels.  I do feel I see good results from the RO system.  For the most part your water should be fine coming out of the tap.  Often in hydroponics people use Distilled or close to distilled water.  However, when using Distilled or ever RO water you have to add other things back into it especially if you are using in organic soil like I am.  I use organic fertilizer cakes with trace minerals and use fish emulsion, cal mag, liquid sea kelp and a few other things to try and add back in any deficiencies my water might have.
 
Your second question is difficult to answer without more detail.  But in general wire when the tree is healthy and needs it.  I might suggest checking out Boon's DVD's and his website for the tips section.  In the tips section you can find what times during the year you can work on certain species, when you can do light work and when you can do heavy work.
