Larch (Larix spp.) sounds plausible to me. The needles are softer than those of most conifers I'm familiar with, and the buds look like pine buds. Larch are in the Pinaceae, thus my opinion.

Or it might be golden larch, Pseudolarix amabilis, a close relative to the true larches and also a deciduous conifer. The length of the foliage is what makes me suspect that.

Given you are WAAAAY out of larch territory, I'd guess from the trunk, bark and droopy foliage, this is a Deodar cedar. Deodar is a pretty common landscape tree on both coasts.

The buds don't look right, but if it is Pseudolarix you will know soon enough, once the days get short it will lose its needles and then pop a new bunch. I sent one to Florida a number of years ago and it did well for at least a few years.
