It looks like white juniper scale and it seems like a bad infestation. Normally I would say to brush them off then spray. However, the infestation looks kind of bad so I would spray first. You can use Bonsai Horticultural oil all seasons concentrate. You mix it with a gallon of water. Read the instructions for quantities. Also, oils work really well eliminating scale and are not that toxic. However, they do change the color of certain junipers, particularly procumbens. It is not a bad color, just more of a lime or florescent green. You'll need to do something immediately because this will kill most/all of your junipers if left untreated. I cannot see by the photos, but this might put you back 1-2 growing seasons.

Thanks october I appreciate the help, I lost a few of my junipers, but luckily, they were ten dollars bulk stock and not some of my bigger collected stuff... I will be applying your recommended solution and will post how it works. This scale is also spread to a couple hemlocks and a scots pine too...

I'm just glad I found this solution before any of my precious trees were hit... No family lost, just some pawns :)

FYI, I've kept these cuttings inside since summer. I think the difference in materials is huge for the roots.  Breathable clay let's it dry right. As opposed to plastic. I let this get real dry spritz it, then water thorough, when its bone dry again.

Err to dry. And you should be alright.

None. Most juniper are propagated commmercially under mist, in perlite or perlite and peat. Dry cuttings will generally peter out when they use up stored nutrients. But there are always exceptions. Propagating junipers by cutting is so easy I don't understand why any one buys whips, unless they are getting a variety they don't have, and I have sold thousands of them.
