Need help. Layering American elm

I need some advice on air layering this tree. There is no way I can dig it. I'm sure it is rooted way into the cliff. This tree is only 6 miles from my house.

First, get permission.  Assuming you do that, what about the air-layering process do you not understand?

I'm not sure I see a tree (or the potential for one) that would be worth the trouble of tending this thing while it develops roots.  Do you have a plan?
